Team Building

I wanted to get into competitive pokemon battling. This is my first time building a team so don’t judge Right now on my team i have Blastoise, Miltank, Ryperior, and Magnezone. Any1 hav any advice on what my last two pokemon should be. I’m playing Heartgold btw.

Firstly, can i get salamence before the elite four?
Also a moveset would be helpful

Other pokemon i got in mind for the elite four are:

So, I have fire and electric for definite, which other 4 types would you suggest for building a solid team?
I will probably raise a gyarados but am not totally decided on that.

I would say like a metal barrier, sort of like sandbags, where your team mates can attack behind it. The 2nd upgrade could make the barrier stronger and the 3rd upgrade could make the barrier even stronger and could even mount a turret gun any teammate could control. What are your ideas?
